 AN ACT to amend the executive law, in relation to requiring state  agen-
   cies to develop plans for new Americans
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Section 94-b of the executive law is amended  by  adding  a
 new subdivision 6 to read as follows:
   6.  STATE AGENCY PLANS. EACH STATE AGENCY SHALL DEVELOP A PLAN FOR NEW
 AMERICANS THAT INCORPORATES EFFECTIVE TRAINING  AND  RESOURCES,  ENSURES
 CULTURALLY  AND  LINGUISTICALLY  COMPETENT AND APPROPRIATE SERVICES, AND
 INCLUDES ADMINISTRATIVE PRACTICES THAT REACH  OUT  TO  AND  REFLECT  THE
 NEEDS  OF  IMMIGRANT  POPULATIONS  AND  POPULATIONS WITH LIMITED ENGLISH
 PROFICIENCY. EACH STATE AGENCY SHALL CONSIDER THE RECOMMENDATIONS OF THE
 OFFICE FOR NEW AMERICANS WHEN CREATING  THE  AGENCY'S  PLANS  AND  SHALL
 SUBMIT SUCH PLANS TO THE GOVERNOR FOR APPROVAL.
   § 2. This act shall take effect immediately.
