 AN ACT to amend the multiple dwelling  law,  in  relation  to  requiring
   windows  in new multiple dwellings exceeding one story in height to be
   fitted with key-operated window locks

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Section  30  of  the  multiple dwelling law is amended by
 adding a new subdivision 11 to read as follows:
   11. (A) THE PROVISIONS OF THIS SUBDIVISION SHALL APPLY  TO  EVERY  NEW
 MULTIPLE  DWELLING  CONSTRUCTED  ON  OR AFTER THE EFFECTIVE DATE OF THIS
 SUBDIVISION EXCEEDING ONE STORY IN HEIGHT.
   (B) ALL WINDOWS, EXCEPT WINDOWS LEADING TO FIRE ESCAPES AND ONE WINDOW
 IN EACH GROUND FLOOR OR BASEMENT APARTMENT TO BE USED  AS  AN  EMERGENCY
 EXIT, SHALL BE FITTED WITH KEY-OPERATED WINDOW LOCKS.
   (C)  FOR  THE PURPOSES OF THIS SUBDIVISION, "KEY-OPERATED WINDOW LOCK"
 SHALL MEAN A DEVICE THAT RESTRICTS A WINDOW OPENING TO NO MORE THAN FOUR
 INCHES WHEN LOCKED AND THAT CAN BE LOCKED AND UNLOCKED USING A KEY.
   § 2. This act shall take effect immediately.
