 AN ACT in relation to requiring the commissioner of  motor  vehicles  to
   evaluate  the  possibility  of  offering road tests in languages other
   than English; and providing for the repeal  of  such  provisions  upon
   expiration thereof

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1.  This act shall be known and may be cited  as  the  "driver
 access to road tests act".
   § 2. The commissioner of motor vehicles shall evaluate the possibility
 and  feasibility  of  offering  road  tests pursuant to paragraph (b) of
 subdivision 4 of section 502 of the vehicle and traffic law in languages
 other than English. The commissioner shall publish the findings of  such
 evaluation on or before December 31st, 2028.
   § 3. Such evaluation shall include but not be limited to:
   a.  an identification of the circumstances under which such road tests
 can be offered in languages other than English;
   b. an analysis of the population that will benefit from  the  offering
 of such road tests;
   c. the cost of providing such road tests; and
   d.  the  specific  methods  used in determining such factors stated in
 subdivisions a, b, and c of this section.
   § 4. This act shall take effect immediately and shall  expire  and  be
 deemed repealed January 1, 2029.
