 AN ACT to amend the vehicle and traffic law, in relation to enacting the
   RIDE (responsibility in delivery enforcement) act
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section  1.  Short  title. This act shall be known and may be cited as
 the "RIDE (responsibility in delivery enforcement) act".
   § 2. The vehicle and traffic law is amended by adding  a  new  section
 1244 to read as follows:
   §  1244.  RESPONSIBILITY IN DELIVERY ENFORCEMENT. 1.  FOR THE PURPOSES
 OF THIS SECTION, THE FOLLOWING TERMS SHALL HAVE THE FOLLOWING MEANINGS:
   (A) "THIRD-PARTY FOOD DELIVERY SERVICE" SHALL HAVE THE SAME MEANING AS
 IN SECTION THREE HUNDRED NINETY-ONE-V OF THE GENERAL BUSINESS LAW.
   (B) "WORKER" SHALL MEAN A NATURAL PERSON WHO IS HIRED OR  RETAINED  AS
 AN  INDEPENDENT  CONTRACTOR BY A DELIVERY BUSINESS TO MAKE DELIVERIES IN
 EXCHANGE FOR COMPENSATION, WHEN SUCH DELIVERIES INVOLVE THE OPERATION BY
 SUCH WORKER OF A LIMITED USE MOTORCYCLE OR BICYCLE WITH OR WITHOUT ELEC-
 TRIC ASSIST.
   2. A THIRD-PARTY FOOD DELIVERY SERVICE SHALL REIMBURSE  A  WORKER  ANY
 FINE  OR CIVIL PENALTY IMPOSED AS A RESULT OF SUCH VIOLATION INCURRED BY
 THE WORKER DURING THE PERFORMANCE OF SUCH WORKER'S JOB  DUTIES  FOR  THE
 THIRD-PARTY FOOD DELIVERY SERVICE.
   3.  WITHIN  THIRTY  DAYS  OF  PAYMENT OF A FINE OR CIVIL PENALTY FOR A
 VIOLATION BY A WORKER OF ANY PROVISION OF SECTION TWELVE  HUNDRED  THIR-
 TY-FOUR  OF  THIS ARTICLE OR ANY LOCAL LAW, RULE OR REGULATION GOVERNING
 THE RIDING OF BICYCLES ON A SIDEWALK, INCURRED BY THE WORKER DURING  THE
 PERFORMANCE  OF  SUCH WORKER'S JOB DUTIES, SUCH WORKER SHALL NOTIFY SUCH
 THIRD-PARTY FOOD DELIVERY SERVICE OF THE WORKER'S PAYMENT OF  SUCH  FINE
 OR  CIVIL  PENALTY.   WITHIN THIRTY DAYS OF SUCH NOTICE, THE THIRD-PARTY
 FOOD DELIVERY SERVICE SHALL PROVIDE THE WORKER WITH A REIMBURSEMENT  VIA
