Relates to the age requirement for voting in a primary election; provides that a person who is seventeen years of age at the time of a primary election and who will be eighteen years of age at the time of the general election for which such primary election is held, shall be eligible to vote in such primary election.

ROZIC, OTIS -- read once and referred to the Committee on Election Law AN ACT to amend the election law, in relation to the age requirement for voting in a primary election THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 5-102 of the election law is amended to read as follows: 1. No person shall be qualified to register for and vote at any election unless [he] SUCH PERSON is a citizen of the United States and is or will be, on the day of such election, eighteen years of age or over, and a resident of this state and of the county, city or village for a minimum of thirty days next preceding such election; PROVIDED, HOWEVER, THAT A PERSON WHO IS SEVENTEEN YEARS OF AGE AT THE TIME OF A PRIMARY ELECTION AND WHO WILL BE EIGHTEEN YEARS OF AGE AT THE TIME OF THE GENERAL ELECTION FOR WHICH SUCH PRIMARY ELECTION IS HELD, SHALL BE ELIGIBLE TO VOTE IN SUCH PRIMARY ELECTION. § 2. This act shall take effect on the same date as a "CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to section 1 of article 2 of the constitution, in relation to the qualifications of voters" takes effect. Effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized to be made and completed on or before such effective date.
