JACKSON -- read once and referred to the Commit- tee on Governmental Operations AN ACT to amend the executive law, in relation to requiring four hours of training for real estate appraisers on implicit bias awareness and understanding every two years THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 160-t of the executive law, as amended by chapter 248 of the laws of 2007, is amended to read as follows: 2. A. The basic continuing education requirement for recertification or renewal of license shall be the completion by the applicant, during the immediately preceding term of certification or license, of not less than twenty-eight classroom hours of instruction in courses or seminars which have received the approval of the department. OF SUCH TWENTY-EIGHT REQUIRED CLASSROOM HOURS, AT LEAST FOUR HOURS OF INSTRUCTION SHALL PERTAIN TO IMPLICIT BIAS AWARENESS AND UNDERSTANDING. FOR PURPOSES OF THIS PARAGRAPH, "IMPLICIT BIAS" SHALL MEAN THE ATTITUDES OR STEREOTYPES THAT AFFECT AN INDIVIDUAL'S UNDERSTANDING, ACTIONS AND DECISIONS IN AN UNCONSCIOUS MANNER. B. Computer based and distance learning courses may be approved by the department so long as providers demonstrate the ability to monitor and verify participation by the real estate appraiser for the specified time periods. § 2.
