AN ACT to amend the executive law, in relation to establishing the New
York state federal relations office; and making an appropriation
therefor
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The executive law is amended by adding a new article 43 to
read as follows:

NEW YORK STATE FEDERAL RELATIONS OFFICE
SECTION 930. NEW YORK STATE FEDERAL RELATIONS OFFICE.
§ 930. NEW YORK STATE FEDERAL RELATIONS OFFICE. 1. THERE IS HEREBY
ESTABLISHED WITHIN THE EXECUTIVE DEPARTMENT A NEW YORK STATE FEDERAL
RELATIONS OFFICE TO BE LOCATED IN THE DISTRICT OF COLUMBIA.
2. SUCH OFFICE SHALL:
(A) FACILITATE MORE EFFECTIVE COORDINATION AND FOSTER BIPARTISAN
COLLABORATION BETWEEN NEW YORK STATE ELECTED OFFICIALS AT THE STATE AND
FEDERAL LEVELS;
(B) ADVOCATE FOR FEDERAL RESOURCES;
(C) IDENTIFY AND SUPPORT KEY INITIATIVES AND CRITICAL ISSUES IMPACTING
NEW YORK STATE RESIDENTS; AND
(D) ENHANCE NEW YORK STATE'S INFLUENCE IN THE FEDERAL POLICY-MAKING
PROCESS.
3. THE GOVERNOR MAY APPOINT SUCH EMPLOYEES AS MAY BE NECESSARY FOR THE
NEW YORK STATE FEDERAL RELATIONS OFFICE TO IMPLEMENT THE PROVISIONS OF
THIS SECTION, AND MAY PRESCRIBE THE DUTIES AND FIX THE COMPENSATION OF
SUCH EMPLOYEES WITHIN THE AMOUNTS APPROPRIATED THEREFOR.
§ 2. The sum of three hundred thousand dollars ($300,000), or so much
thereof as may be necessary, is hereby appropriated to the executive
department out of any moneys in the state treasury in the general fund

to the credit of the New York state federal relations office not other-
wise appropriated, and made immediately available, for the purpose of
carrying out the provisions of this act. Such moneys shall be payable on
the audit and warrant of the comptroller on vouchers certified or
approved by the governor in the manner prescribed by law.
§ 3. This act shall take effect immediately.
