 AN  ACT to amend the economic development law, in relation to establish-
   ing a public online registry of vacant commercial storefronts
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Section 134 of the economic development law is amended by
 adding a new subdivision 13 to read as follows:
   13. (A) IN CONSULTATION WITH THE SECRETARY OF STATE, MAINTAIN A PUBLIC
 ONLINE REGISTRY OF VACANT COMMERCIAL STOREFRONTS.  THE  ONLINE  REGISTRY
 SHALL BE DESIGNED AND PROMOTED TO CURRENT AND PROSPECTIVE SMALL BUSINESS
 OWNERS  SEEKING  TO  PURCHASE  OR  LEASE A VACANT STOREFRONT FOR A SMALL
 BUSINESS LOCATION. THE REGISTRY SHALL INCLUDE, BUT NOT BE LIMITED TO:
   I. THE ADDRESS OF THE VACANT COMMERCIAL STOREFRONT;
   II. THE CONTACT INFORMATION OF THE SELLER,  LEASING  PARTY,  OR  AGENT
 AUTHORIZED  TO  CONDUCT SUCH TRANSACTIONS FOR THE PURCHASE OR RENTING OF
 THE VACANT COMMERCIAL STOREFRONT; AND
   III. INFORMATION REGARDING THE PROPERTY'S POTENTIAL USAGES.
   (B) THE DIVISION MAY ACCEPT SUGGESTED ENTRIES TO THE  ONLINE  REGISTRY
 FROM  STATE  AGENCIES,  MUNICIPALITIES, LOCAL ECONOMIC DEVELOPMENT AGEN-
 CIES, AND OTHER RELEVANT ENTITIES. THE DIVISION SHALL HAVE DETERMINATION
 OF WHICH VACANT COMMERCIAL STOREFRONTS ARE INCLUDED IN THE ONLINE REGIS-
 TRY AND MAY CONSULT WITH OTHER STATE AGENCIES TO VERIFY THE  INFORMATION
 TO BE INCLUDED IN THE ONLINE REGISTRY AND SHALL PROMULGATE THE RULES AND
 REGULATIONS  FOR  COLLECTING  AND  MAINTAINING  THE  REQUISITE DATA. THE
 REGISTRY MUST BE MADE AVAILABLE WITHIN ONE YEAR AFTER THE EFFECTIVE DATE
 OF THIS SUBDIVISION.
   § 2. This act shall take effect on the one hundred eightieth day after
 it shall have become law.
