 AN ACT to amend the general business law, in relation to the readability
   of legal notices pertaining to consumer settlements and lawsuits
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The general business law is amended by adding a new section
 399-yyyyy to read as follows:
   § 399-YYYYY. READABILITY OF CERTAIN LEGAL NOTICES. 1. FOR THE PURPOSES
 OF  THIS  SECTION, "LEGAL NOTICE" SHALL MEAN A LETTER SENT TO A PROSPEC-
 TIVE PERSON REGARDING A CLASS ACTION LAWSUIT, CLASS ACTION SETTLEMENT OR
 NOTICE OF A POTENTIAL FINANCIAL CLAIM.
   2. ANY LEGAL NOTICE SENT TO RESIDENTS IN THE STATE OF NEW  YORK  SHALL
 COMPLY WITH THE FOLLOWING:
   (A) HAVE A MINIMUM TWELVE-POINT FONT;
   (B)  INCLUDE  A  QR OR WEBSITE LINK DIRECTING A RESIDENTS TO A DIGITAL
 VERSION OF SUCH LEGAL NOTICE WHICH SHALL  ALSO  INCLUDE  A  LARGE  PRINT
 VERSION OF SUCH LEGAL NOTICE IN SIXTEEN-POINT FONT;
   (C)  PROVIDE  A  PLAIN  LANGUAGE SUMMARY IN ONE PARAGRAPH OF TEXT THAT
 INCLUDES THE FOLLOWING INFORMATION:
   (I) THE NATURE OF THE LEGAL NOTICE;
   (II) WHO IS ELIGIBLE FOR SUCH LEGAL NOTICE;
   (III) HOW A RESIDENT MAY MAKE  A  CLAIM  IN  RESPONSE  TO  SUCH  LEGAL
 NOTICE; AND
   (IV) THE RESPONSE DEADLINE.
   3.  ANY  PERSON,  ENTITY  OR  LAW  FIRM  WHO  FAILS TO COMPLY WITH THE
 PROVISIONS OF THIS SECTION SHALL BE CONSIDERED TO HAVE VIOLATED  SECTION
 THREE  HUNDRED  FORTY-NINE  OF THIS CHAPTER AND SHALL BE SUBJECT TO SUCH
 REMEDIES THEREIN.
   § 2. This act shall take effect immediately.
