 AN  ACT  to  amend  the state finance law, in relation to increasing the
   efficiency of the disbursement of appropriations and grants
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section  1.  The  state finance law is amended by adding a new section
 19-b to read as follows:
   § 19-B. ELECTRONIC DISBURSEMENT  OF  APPROPRIATIONS  AND  GRANTS.  ANY
 APPROPRIATION OR GRANT DISBURSED BY THE STATE, A STATE AGENCY, A COVERED
 AUTHORITY  OR THE STATE LEGISLATURE SHALL BE DONE BY ELECTRONIC TRANSFER
 WITH DUAL VERIFICATION.
   § 2. This act shall take effect one year after it shall have become  a
 law. Effective immediately, the addition, amendment and/or repeal of any
 rule  or  regulation necessary for the implementation of this act on its
 effective date are authorized to be made and completed on or before such
 effective date.
