 AN ACT to amend the legislative  law,  in  relation  to  establishing  a
   fiscal note on bills affecting ratepayers' costs for utility services
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The legislative law is amended by adding a new section 52-a
 to read as follows:
   § 52-A. REQUIREMENTS WITH RESPECT TO BILLS AFFECTING RATEPAYERS' COSTS
 FOR UTILITY SERVICES. 1. FOR PURPOSES OF THIS SECTION THE TERM "RATEPAY-
 ER" MEANS ANY PERSON PAYING AN ELECTRIC CORPORATION, A GAS  CORPORATION,
 A  COMBINATION  GAS OR ELECTRIC CORPORATION OR A MUNICIPALITY FOR SUPPLY
 UTILITY SERVICES.
   2. A BILL WHICH ENACTS OR AMENDS ANY PROVISION OF LAW RELATING  TO  OR
 IMPACTING  THE  COST  OF UTILITY SERVICES ON A RATEPAYER SHALL CONTAIN A
 FISCAL NOTE STATING THE ESTIMATED ANNUAL COST TO THE AFFECTED RATEPAYERS
 AND THE SOURCE OF SUCH ESTIMATE.
   § 2. This act shall take effect immediately.
