 AN  ACT  to amend the economic development law, in relation to expanding
   Global NY to promote reparative economic inclusion and diaspora  part-
   nerships with nations and peoples of African descent

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The economic development law is amended  by  adding  a  new
 section 226 to read as follows:
   §  226.  GLOBAL  NY  REPARATIVE  ECONOMIC  INCLUSION  PROGRAM. (A) THE
 COMMISSIONER SHALL EXPAND GLOBAL NY TO ESTABLISH AND ADMINISTER A GLOBAL
 NY REPARATIVE ECONOMIC INCLUSION PROGRAM TO FOSTER INTERNATIONAL ECONOM-
 IC PARTNERSHIPS, TRADE, INVESTMENT, AND WORKFORCE  DEVELOPMENT  OPPORTU-
 NITIES  BETWEEN  NEW  YORK  STATE AND NATIONS, REGIONS, COMMUNITIES, AND
 ORGANIZATIONS REPRESENTING OR COMPRISED OF PEOPLE  OF  AFRICAN  DESCENT,
 INCLUDING BUT NOT LIMITED TO:
   (I) THE AFRICAN UNION AND ITS MEMBER STATES;
   (II) THE CARIBBEAN COMMUNITY AND ITS MEMBER STATES;
   (III) THE ORGANIZATION OF AFRICAN, CARIBBEAN AND PACIFIC STATES;
   (IV) NATIONS WITH SIGNIFICANT AFRICAN DIASPORA POPULATIONS; AND
   (V) INTERNATIONAL DIASPORA ORGANIZATIONS.
   (B)  THE  PURPOSES  OF  THE  GLOBAL  NY  REPARATIVE ECONOMIC INCLUSION
 PROGRAM SHALL INCLUDE:
   (I) SUPPORTING REPARATIVE TRADE AGREEMENTS AND COMMERCIAL PARTNERSHIPS
 THAT ADVANCE ECONOMIC OPPORTUNITY FOR AFRICAN-DESCENDED PEOPLES;
   (II) FACILITATING BILATERAL AND MULTILATERAL TRADE MISSIONS FOCUSED ON
 SECTORS INCLUDING HEALTHCARE, GREEN ENERGY, INFRASTRUCTURE, AGRICULTURE,
 TECHNOLOGY, ARTS AND CULTURE, EDUCATION, AND FINANCIAL SERVICES;
   (III) DEVELOPING DIASPORA INVESTMENT ZONES AND  ENTERPRISE  ASSISTANCE
 PROGRAMS  FOR  AFRICAN-DESCENDED  ENTREPRENEURS  IN  NEW  YORK STATE AND
 ABROAD;
