BICHOTTE HERMELYN -- read once and referred to the Committee on Consumer Affairs and Protection AN ACT in relation to prohibiting businesses and organizations from charging a fee for seminars, webinars, workshops, or educational resources related to the breakdown of Public Law No: 119-21 THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative intent. The legislature finds that it is in the best interest of residents of the state to ensure that all individuals have free and equitable access to information concerning the contents of Public Law No: 119-21. It is the intent of the legislature to promote transparency and public understanding of the contents of this federal act. Therefore, the legislature deems it to be in the best interest of the residents of this state to prohibit the imposition of fees or charges by businesses, organizations and other entities providing access to break- downs or explanations of the contents of this bill as the imposition of such fees and charges creates an unfair barrier to access to this crit- ical information for many state residents. § 2. 1. Notwithstanding any provision of law, rule or regulation to the contrary, no business, organization or other entity providing or sponsoring a seminar, webinar, or workshop, or providing access to an educational resource related to the breakdown or explanation of the provisions of Public Law No: 119-21, colloquially known as the "One Big Beautiful Bill" or "OBBB", shall impose a fee or charge to residents of the state who participate in such seminar, webinar, or workshop, or who utilize such educational resource. Any business, organization or other entity charging a fee in violation of this act shall refund the fee to the person or entity that paid the fee within 30 days of the effective date of this act.
