 AN ACT to amend the public service law, in relation to requiring  legis-
   lative approval of any utility rate or charge increase approved by the
   public service commission
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivision 12 of section 66 of the public service  law  is
 amended by adding a new paragraph (m) to read as follows:
   (M)  NO  INCREASE  IN  ANY  RATE  OR  CHARGE PROPOSED BY A UTILITY AND
 APPROVED BY THE COMMISSION SHALL BE EFFECTIVE UNLESS  SUCH  INCREASE  IS
 REVIEWED  AND  APPROVED BY THE LEGISLATURE BY CONCURRENT RESOLUTION. THE
 COMMISSION SHALL NOTIFY THE GOVERNOR, THE  TEMPORARY  PRESIDENT  OF  THE
 SENATE,  THE  SPEAKER  OF THE ASSEMBLY AND THE PUBLIC WITHIN TWENTY-FOUR
 HOURS OF APPROVING THE INCREASE OF ANY RATE OR CHARGE BY A UTILITY.  THE
 LEGISLATURE SHALL HAVE SIXTY DAYS FROM THE DATE OF SUCH NOTICE TO REVIEW
 SUCH INCREASE AND TO APPROVE, MODIFY OR RESCIND SUCH INCREASE BY CONCUR-
 RENT  RESOLUTION.  THE  LEGISLATURE  MAY  REVIEW  AND MODIFY ANY RATE OR
 CHARGE INCREASE APPROVED BY THE COMMISSION IN THE TWELVE MONTHS PRIOR TO
 THE EFFECTIVE DATE OF THIS PARAGRAPH.
   § 2. This act shall take effect immediately.
