 AN ACT to amend the election law, in relation  to  voter  identification
   for absentee ballots
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Paragraph (b) of subdivision 3  of  section  8-400  of  the
 election  law,  as amended by chapter 63 of the laws of 2010, is amended
 to read as follows:
   (b) [A statement that] (I) THE APPLICANT'S DRIVER'S LICENSE OR DEPART-
 MENT OF MOTOR VEHICLES NON-DRIVER PHOTO ID  NUMBER.  PROVIDED,  HOWEVER,
 THAT IF the applicant [is a qualified and registered voter] HAS NOT BEEN
 ISSUED  A  DRIVER'S LICENSE OR ID FROM THE DEPARTMENT OF MOTOR VEHICLES,
 THE APPLICANT SHALL PROVIDE THE LAST FOUR DIGITS OF THEIR SOCIAL SECURI-
 TY NUMBER.
   (II) IN THE EVENT THAT AN APPLICANT HAS NEITHER AN ID NUMBER FROM  THE
 DEPARTMENT OF MOTOR VEHICLES NOR A SOCIAL SECURITY NUMBER, THE APPLICANT
 SHALL  THEN  PROVIDE  A  STATEMENT  THAT SUCH APPLICANT IS QUALIFIED AND
 REGISTERED TO VOTE.
   § 2. Section 8-700 of the election law is  amended  by  adding  a  new
 subdivision 6-a to read as follows:
   6-A. (A) AN APPLICATION FOR EARLY MAIL VOTING SHALL INCLUDE THE APPLI-
 CANT'S DRIVER'S LICENSE OR DEPARTMENT OF MOTOR VEHICLES NON-DRIVER PHOTO
 ID  NUMBER. PROVIDED, HOWEVER, THAT IF THE APPLICANT HAS NOT BEEN ISSUED
 A DRIVER'S LICENSE OR NON-DRIVER PHOTO ID FROM THE DEPARTMENT  OF  MOTOR
 VEHICLES,  THE  APPLICANT  SHALL  PROVIDE  THE LAST FOUR DIGITS OF THEIR
 SOCIAL SECURITY NUMBER.
   (B) IN THE EVENT THAT AN APPLICANT DOES NOT HAVE A  DRIVER'S  LICENSE,
 NON-DRIVER  PHOTO  ID  ISSUED  BY THE DEPARTMENT OF MOTOR VEHICLES, OR A
 SOCIAL SECURITY NUMBER, THE APPLICANT SHALL  PROVIDE  A  STATEMENT  THAT
 SUCH APPLICANT IS QUALIFIED AND REGISTERED TO VOTE.
