 AN ACT to amend the arts and cultural affairs law, in relation to imple-
   menting a New York resident discount at major sporting events
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  arts and cultural affairs law is amended by adding a
 new section 25.14 to read as follows:
   § 25.14. SPORTS TICKET PRICING. 1. NOTWITHSTANDING ANY OTHER PROVISION
 OF LAW, ALL PROFESSIONAL SPORTING VENUES WHICH RECEIVE PUBLIC MONIES, OR
 WHICH WERE CONSTRUCTED USING PUBLIC MONIES, SHALL OFFER FOR EVENTS  OPEN
 FOR  ADMISSION  TO THE PUBLIC A DISCOUNT ON GENERAL ADMISSION TICKETS TO
 NEW YORK STATE RESIDENTS IN THE AMOUNT OF FIFTY PER CENTUM OF THE  FACE-
 VALUE  OF SUCH TICKET. SUCH VENUES MAY DEVELOP THEIR OWN RULES AND REGU-
 LATIONS INCLUDING, BUT NOT LIMITED TO, ENFORCEMENT OF RESIDENCY REQUIRE-
 MENTS AND THE MODE IN WHICH DISCOUNTED TICKETS MAY BE PURCHASED.
   2. (A) ANY SPORTING VENUE WHICH IS NOT REQUIRED TO PROVIDE A  DISCOUNT
 PURSUANT  TO SUBDIVISION ONE OF THIS SECTION MAY AND SHALL BE ENCOURAGED
 TO PROVIDE SUCH OR SIMILAR DISCOUNT.
   (B) ANY SPORTING VENUE WHICH IS REQUIRED TO PROVIDE A DISCOUNT  PURSU-
 ANT  TO  SUBDIVISION  ONE OF THIS SECTION MAY PROVIDE A DISCOUNT GREATER
 THAN WHAT IS REQUIRED BY SUBDIVISION ONE OF THIS  SECTION.  SUCH  VENUES
 MAY  ALSO  PROVIDE  DISCOUNTS  ON  PREMIUM  TICKETS,  UPGRADES, ADD-ONS,
 MEMBERSHIPS, AND OTHER CHARGES IN ADDITION TO A GENERAL ADMISSION  TICK-
 ET.
   3.  IN ORDER TO RECEIVE A DISCOUNT PURSUANT TO SUBDIVISION ONE OF THIS
 SECTION, A NEW YORK STATE DRIVERS' LICENSE, LEARNER PERMIT, OR  NON-DRI-
 VER  IDENTIFICATION  CARD  SHALL  BE PROOF OF NEW YORK RESIDENCE. IN THE
 CASE OF MINORS, IF SUCH MINOR DOES NOT HAVE AN IDENTIFICATION  DOCUMENT,
 PROOF  OF  RESIDENCY  BY  THE  PARENT OR GUARDIAN OF SUCH MINOR SHALL BE
 ADEQUATE PROOF OF RESIDENCE OF SUCH MINOR. OTHER GOVERNMENT-ISSUED IDEN-
