BEEPHAN -- read once and referred to the Commit- tee on Corporations, Authorities and Commissions AN ACT to amend the public service law, in relation to requiring elec- tric utility corporations, energy services companies and munici- palities to provide an itemized breakdown on monthly bills detailing infrastructure costs, contributions to the New York Power Authority, and other public utility investments THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative intent. The Legislature finds that transparency in utility billing is essential to ensuring ratepayers understand how their payments are allocated. At present, consumers receive little information regarding what portion of their monthly bills is devoted to infrastructure, contributions to the New York Power Authority, or other investments approved or mandated by the Public Service Commission. Providing a clear, itemized breakdown will enhance accountability, strengthen consumer confidence, and promote informed dialogue about energy policy and costs. § 2. Section 44 of the public service law is amended by adding a new subdivision 8 to read as follows: 8. (A) EVERY ELECTRIC UTILITY CORPORATION, ENERGY SERVICES COMPANY AND MUNICIPALITY SHALL PROVIDE ON EACH CUSTOMER'S MONTHLY BILL AN ITEMIZED BREAKDOWN THAT INCLUDES, AT A MINIMUM: (I) THE PORTION OF THE BILL ATTRIBUTABLE TO INFRASTRUCTURE COSTS, INCLUDING TRANSMISSION, DISTRIBUTION, AND MAINTENANCE; (II) THE PORTION OF THE BILL ATTRIBUTABLE TO CONTRIBUTIONS, SURCHARGES, OR ASSESSMENTS DIRECTED TO THE NEW YORK POWER AUTHORITY; AND (III) THE PORTION OF THE BILL ATTRIBUTABLE TO OTHER INVESTMENTS, SURCHARGES, OR FEES AS DETERMINED BY THE COMMISSION, INCLUDING BUT NOT LIMITED TO RENEWABLE ENERGY PROGRAMS, ENERGY EFFICIENCY INITIATIVES, AND PUBLIC POLICY CHARGES.
