S T A T E O F N E W Y O R K ________________________________________________________________________ 9100 2025-2026 Regular Sessions I N A S S E M B L Y September 12, 2025 ___________ Introduced by M. of A. KASSAY -- read once and referred to the Committee on Transportation AN ACT to amend the transportation law, in relation to authorizing the commissioner of transportation to request an extension of the Clean Pass Program in the state THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 14 of the transportation law is amended by adding a new subdivision 37 to read as follows: 37. TO THE EXTENT NOT INCONSISTENT WITH FEDERAL LAW AND REGULATION, TO SUBMIT A FORMAL REQUEST TO THE UNITED STATES DEPARTMENT OF TRANSPORTA- TION AND ANY OTHER RELEVANT FEDERAL AGENCY TO SEEK THE CONTINUATION, RENEWAL, OR EXTENSION OF THE CLEAN PASS PROGRAM IN THE STATE OF NEW YORK, WITHIN NINETY DAYS AFTER THE EFFECTIVE DATE OF THIS SUBDIVISION. SUCH REQUEST SHALL INCLUDE A SUMMARY OF THE ENVIRONMENTAL, CONGESTION MITIGATION, AND TRANSPORTATION BENEFITS OF THE PROGRAM AND MAY BE MADE JOINTLY WITH ANY OTHER STATE AGENCY OR AUTHORITY, AS APPROPRIATE. § 2.
