Establishes a former foster youth priority program that reserves at least five percent of units in housing lotteries that are administered by the New York city department of housing preservation and development or the New York city housing development corporation for eligible former foster youth; authorizes the promulgation of rules, regulations and marketing handbooks and procedural guidelines; establishes reporting requirements.

 AN  ACT  to amend the private housing finance law, in relation to estab-
   lishing a former foster youth priority program
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Legislative findings and intent. 1. The legislature finds
 that individuals who age out of foster care  face  significantly  higher
 risks   of   housing  instability,  homelessness,  and  related  adverse
 outcomes.   Nationally, about one in four  former  foster  youth  become
 homeless within four years of leaving foster care.
   2.  In  New  York  city, as of December 31, 2024, 6,503 youth lived in
 twenty-four-hour foster care.
   3. The legislature acknowledges that stable, affordable housing  is  a
 critical  foundation  for  successful transitions to adulthood, reducing
 reliance on emergency systems and improving educational,  economic,  and
 health outcomes.
   4.  Accordingly,  it  is  the  intent of the legislature to direct the
 relevant housing agencies  to  adopt  a  Former  Foster  Youth  Priority
 program  for  lottery  selection  in  assisted housing programs, so that
 former foster youth have expanded access to quality affordable housing.
   § 2. The private housing finance law is amended by adding a new  arti-
 cle 33 to read as follows:
