TITLE OF BILL:

An act to amend part AA of chapter 58 of the laws of 2016, relating to
establishing a zero emissions vehicle and clean burning fuel vehicle
rebate program, in relation to the zero emissions vehicle and clean
burning fuel vehicle rebate program

 
PURPOSE:

This bill strengthens New York's Zero Emission Vehicle and Clean Burning
Fuel Vehicle Rebate Program by increasing and restructuring rebate
amounts to incentivize electric vehicle adoption in response to
reductions in federal clean vehicle incentives.

 
SUMMARY OF PROVISIONS:

Section 1:amends subdivision 3 of section 1 of part AA of chapter 58 of
the laws of 2016 to restructure the state rebate program as follows:

              

-Provides a $4,000 rebate for eligible vehicles with a United States
Environmental Protection Agency (EPA) estimated range of 200 miles or
greater.

-Provides a $2,000 rebate for eligible vehicles with an EPA estimated
range between 40 and 199 miles.

-Provides a $1,000 rebate for eligible vehicles with an EPA estimated
range of less than 40 miles.

Section 2: provides for an effective date 90 days after enactment and
authorizes necessary regulatory updates prior to that date.

 
JUSTIFICATION:

Recent federal action significantly reduced federal incentives that have
helped make zero-emission vehicles affordable for New Yorkers.  This
legislation ensures that New York can support clean energy efforts by
strengthening state-level rebates to partially offset the loss of feder-
al incentives.

New York's Zero Emission Vehicle and Clean Burning Fuel Vehicle Rebate
Program is administered by the New York State Research and Development
Authority and is funded by the Clean Energy Fund and the Regional Green-
house Gas Initiative. The rebate program does not rely on any funds from
the general budget, and increasing the rebate amount would have no
fiscal impact upon the state's finances.

EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become a law. Effective immediately, the addition, amendment andjor
repeal of any rule or regulation necessary for the implementation of
this act on its effective date are authorized to be made and completed
on or before such effective date.
