Establishes a disability employment innovation fund; authorizes the issuance of "Classic NY" series license plates consisting of reissued historical license plate designs; authorizes the commissioner of motor vehicles to identify, reserve, and auction certain license plate configurations that are determined to have elevated market value; directs proceeds of "Classic NY" series plates and any auctioned plates to be deposited into the disability employment innovation fund.

   ed, and when printed to be committed to the Committee on Finance
 
 AN  ACT  to amend the state finance law and the vehicle and traffic law,
   in relation to enacting the "Creating Lasting Access to Supported  and
   Inclusive Careers for New York (CLASSIC NY) act"

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Short title. This act shall be known and may  be  cited  as
 the  "Creating Lasting Access to Supported and Inclusive Careers for New
 York (CLASSIC NY) act".
   § 2. The state finance law is amended by adding a new section 99-uu to
 read as follows:
   § 99-UU. DISABILITY EMPLOYMENT INNOVATION FUND.  1.  THERE  IS  HEREBY
 ESTABLISHED IN THE CUSTODY OF THE STATE COMPTROLLER A SPECIAL FUND TO BE
 KNOWN AS THE "DISABILITY EMPLOYMENT INNOVATION FUND".
   2. SUCH FUND SHALL CONSIST OF ALL MONEYS COLLECTED PURSUANT TO SECTION
 FOUR  HUNDRED  FOUR-FF  OF  THE  VEHICLE  AND TRAFFIC LAW, AND ANY OTHER
 MONEYS APPROPRIATED, CREDITED, OR TRANSFERRED THERETO.
   3. MONEYS OF THE FUND SHALL BE MADE AVAILABLE FOR PROGRAMS  SUPPORTING
 EMPLOYMENT  OPPORTUNITIES FOR INDIVIDUALS WITH DISABILITIES AND SHALL BE
 ADMINISTERED THROUGH A COORDINATED INTERAGENCY PROCESS  LED  JOINTLY  BY
 THE  OFFICE FOR PEOPLE WITH DEVELOPMENTAL DISABILITIES, THE ADULT CAREER
 AND CONTINUING EDUCATION SERVICES -  VOCATIONAL  REHABILITATION  PROGRAM
 WITHIN  THE DEPARTMENT OF EDUCATION, AND THE OFFICE OF MENTAL HEALTH, IN
 CONSULTATION WITH THE DEPARTMENT OF LABOR AND THE COMMISSIONER OF  MOTOR
 VEHICLES.
   4.  ON  OR BEFORE FEBRUARY FIRST OF EACH YEAR, THE ADMINISTERING AGEN-
 CIES DESIGNATED UNDER SUBDIVISION THREE OF THIS  SECTION  SHALL  JOINTLY
 SUBMIT  A REPORT TO THE GOVERNOR, THE TEMPORARY PRESIDENT OF THE SENATE,
 AND THE SPEAKER OF THE ASSEMBLY DETAILING  REVENUES  RECEIVED,  EXPENDI-
 TURES  MADE,  AND  OUTCOMES  ACHIEVED,  INCLUDING BUT NOT LIMITED TO THE
 NUMBER OF INDIVIDUALS SERVED AND EMPLOYMENT OUTCOMES.
   § 3. The vehicle and traffic law is amended by adding  a  new  section
 404-ff to read as follows:
