   printed to be committed to the Committee on Rules
 
 AN ACT to amend the  public  officers  law,  in  relation  to  extending
   certain  conflict  of  interest  prohibitions  to spouses, domestic or
   romantic partners, persons residing in the same household, or  immedi-
   ate family members of members of the legislature

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The public officers law is amended by adding a new  section
 75-b to read as follows:
   §  75-B.  CONFLICT OF INTEREST OF A SPOUSE, DOMESTIC OR ROMANTIC PART-
 NER, PERSON RESIDING IN THE SAME HOUSEHOLD, OR IMMEDIATE  FAMILY  MEMBER
 OF  A  MEMBER  OF  THE LEGISLATURE. 1. FOR PURPOSES OF THIS SECTION, ANY
 FINANCIAL INTEREST, COMPENSATION ARRANGEMENT, CONTRACTUAL RELATIONS,  OR
 OTHER  PECUNIARY  BENEFIT HELD BY THE SPOUSE, DOMESTIC OR ROMANTIC PART-
 NER, PERSON RESIDING IN THE SAME HOUSEHOLD, OR IMMEDIATE  FAMILY  MEMBER
 OF  A  MEMBER OF THE LEGISLATURE SHALL BE DEEMED AN INDIRECT INTEREST OF
 SUCH MEMBER OF THE LEGISLATURE.
   2. NO SPOUSE, DOMESTIC OR ROMANTIC PARTNER,  PERSON  RESIDING  IN  THE
 SAME  HOUSEHOLD,  OR IMMEDIATE FAMILY MEMBER OF A MEMBER OF THE LEGISLA-
 TURE SHALL KNOWINGLY SOLICIT, NEGOTIATE FOR, ACCEPT, OR ENTER  INTO  ANY
 AGREEMENT,  PROMISE, UNDERSTANDING, ARRANGEMENT, CONTRACT, COMPENSATION,
 OR OTHER PECUNIARY BENEFIT, WHETHER SUCH COMPENSATION OR OTHER PECUNIARY
 INTEREST IS TO BE PAID IMMEDIATELY OR AT A FUTURE DATE, FROM ANY PERSON,
 FIRM, CORPORATION, LIMITED LIABILITY  COMPANY,  PARTNERSHIP,  DEVELOPER,
 CONTRACTOR, OR OTHER ENTITY THAT:
   (A)  HAS  A MATTER PENDING BEFORE A STATE AGENCY, PUBLIC AUTHORITY, OR
 LOCAL GOVERNMENTAL ENTITY  WITHIN  A  COUNTY  IN  WHICH  THE  LEGISLATOR
 REPRESENTS ANY PART OF; AND
   (B)  MAY  REASONABLY  BE EXPECTED TO BENEFIT FINANCIALLY FROM OFFICIAL
 ACTION, INFLUENCE, OR ADVOCACY INVOLVING SUCH LEGISLATOR.
   3. THE ACTIVITIES, AGREEMENTS, OR ARRANGEMENTS PROHIBITED PURSUANT  TO
 SUBDIVISION  TWO OF THIS SECTION SHALL BE DEEMED TO INCLUDE ANY PROMISE,
 AGREEMENT, UNDERSTANDING, OR COMMITMENT MADE  WHILE  THE  LEGISLATOR  IS
