   printed to be committed to the Committee on Rules
 
 AN ACT to amend the executive law,  in  relation  to  establishing  free
   public,  state-run  courses  to  prepare  individuals  to become state
   certified  real  estate  appraisers,  state   licensed   real   estate
   appraisers, and state licensed real estate appraiser assistants

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The executive law  is  amended  by  adding  a  new  section
 160-e-1 to read as follows:
   § 160-E-1. FREE EDUCATION COURSES. 1. NOTWITHSTANDING ANY PROVISION OF
 LAW  TO THE CONTRARY, THE DEPARTMENT SHALL CREATE FREE PUBLIC, STATE-RUN
 COURSES TO PREPARE INDIVIDUALS TO BECOME  STATE  CERTIFIED  REAL  ESTATE
 APPRAISERS,  STATE  LICENSED  REAL ESTATE APPRAISERS, AND STATE LICENSED
 REAL ESTATE APPRAISER ASSISTANTS.
   2. TO THE EXTENT NECESSARY, THE DEPARTMENT SHALL WORK WITH  ALL  STATE
 UNIVERSITY  OF  NEW  YORK  AND THE CITY UNIVERSITY OF NEW YORK COMMUNITY
 COLLEGES TO DEVELOP APPROPRIATE PREPARATION COURSES PURSUANT TO SUBDIVI-
 SION ONE OF THIS SECTION.
   § 2. This act shall take effect on January 1, 2028.
