TITLE OF BILL:

An act to amend the legislative law, in relation to requiring the esti-
mated cost of mandated expenditures and appropriations within the body
of the bill

 
PURPOSE OR GENERAL IDEA OF BILL:

To amend the Legislative Law to require that all bills mandating expend-
itures or appropriations must include the estimated costs of such meas-
ures. Under this bill, the fiscal impact of proposed legislation will be
made known to all legislative members and the State and local govern-
ments before a vote is taken.

 
SUMMARY OF SPECIFIC PROVISIONS:

Section 1: Adds a new Section 52-a to the Legislative Law to require
that any bill that enacts or amends any expenditures or appropriations
shall stare the estimated cost of such expenditure or appropriation in
              

the body of the bill.

 
JUSTIFICATION:

Responsible decision-making requires that the fiscal impact of legis-
lation must be known to all parties before a bill is voted upon.  All
too frequently, the Legislature has approved measures without knowing
the estimated cost of mandated expenditures or appropriations. This
includes the imposition of unfunded mandates on local governments that
have crippling effects on local budgets and add to the already high
taxes burdening all New Yorkers. It is well documented that over I
million New York residents have moved to other states since 2000, large-
ly due to the high cost of living and doing business in the State. This
trend can only be reversed by truly understanding the fiscal impli-
cations of legislative actions. This measure is an important first step
in accomplishing this objective.

EFFECTIVE DATE:
This act shall take effect on the first of January next succeeding the
date on which it shall have become a law
