TITLE OF BILL:

An act to amend the New York city charter, in relation to prohibiting
New York city boards of elections from entering into certain contracts
with entities that do not employ union labor

 
PURPOSE:

This bill will encourage private-public partnership between local
government and local enterprises. Further it will ensure that the labor
used for the purposes of managing and processing voter documents and
election ballots, petitions, and other related materials are protected
by the benefits and conditions typically afforded under unionized work.

 
SUMMARY OF PROVISIONS:

Section one amends the New York city charter by adding a new section to
prohibit the NYC board of election from contracting with entities that
do not employ union labor for the purposes of managing voter registra-
              

tion and election ballot design, distribution, and processing.

Section two establishes an immediate effective date.

 
EXISTING LAW:

Chapter 46 of the New York City Charter establishes the campaign finance
board with multiple sections related to voter assistance advisory
committee and requirements of voter registration, designing, distribut-
ing, collecting, and processing ballots and petitions.

 
JUSTIFICATION:

It has recently been found that a commercial printing firm based in
Rochester distributed faulty ballots to voters in Brooklyn, NYC.  Effort
shall be made to encourage local businesses to participate in the elec-
toral process by assisting the local board of elections with matters
related to processing voter registration, participation, balloting, and
petitioning. Furthermore, the labor used for these purposes shall bene-
fit from rights typically afforded union laborers.
