 AN ACT to amend the vehicle and traffic law, in relation to fees charged
   for license plates
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Subdivision 3 of section 401 of the vehicle and traffic law
 is amended by adding a new paragraph e to read as follows:
   E.  THE COMMISSIONER SHALL WAIVE THE PAYMENT OF FEES REQUIRED BY PARA-
 GRAPH A OF THIS  SUBDIVISION  IF  THE  NUMBER  PLATES  APPLIED  FOR  ARE
 REQUIRED DUE TO A CHANGE IN PLATE DESIGN.
   § 2. This act shall take effect immediately.
