 AN  ACT  requiring the empire state development corporation to establish
   an office of accountability and compliance

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Notwithstanding any provision of law, rule or regulation to
 the  contrary,  the empire state development corporation shall establish
 an office of accountability and compliance, the sole mission of which is
 to monitor projects for compliance to terms of general project plans and
 other related agreements.
   § 2. This act shall take effect immediately.
