BILL NUMBER: S6003 SPONSOR: SKOUFIS TITLE OF BILL: An act in relation to establishing the space exploration task force PURPOSE: Relates to the creation of a task force to study space exploration. SUMMARY OF SPECIFIC PROVISIONS: Section 1: Creates a task force and establishes who it shall be comprised of. The task force will (i) examine and evaluate the economic opportunities provided by space exploration and evolving space technolo- gies in other states and countries; (ii) establish comprehensive metrics to monitor the health and vitality of the entire New York space ecosys- tem to identify challenges and track important trends over time; (iii) identify the potential impacts on New York of the discovery and explora- tion of celestial structures in outer space by means of evolving space technology; and (iv) make recommendations on how to utilize space explo-

SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Commerce, Economic Devel- opment and Small Business AN ACT in relation to establishing the space exploration task force THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. a. A temporary task force, to be known as the temporary task force on space exploration, is hereby created to study the poten- tial for economic, academic, and cultural opportunities, ensuring the future survival of humanity and developing strategic advantages for this state by means of evolving space technology and a growing space economy. Such task force shall be comprised of appropriate state agency person- nel, scientists, and experts in the field of space exploration. b. The task force shall be comprised of: (i) two members appointed by the governor; (ii) two members appointed by the temporary president of the senate; (iii) two members appointed by the speaker of the assembly; (iv) one member appointed by the minority leader of the senate; and (v) one member appointed by the minority leader of the assembly. c. The task force shall: (i) examine and evaluate the economic opportunities provided by space exploration and evolving space technologies in other states and coun- tries; (ii) establish comprehensive metrics to monitor the health and vitali- ty of the entire New York space ecosystem to identify challenges and track important trends over time; (iii) identify the potential impacts on New York of the discovery and exploration of celestial structures in outer space by means of evolving space technology; and (iv) make recommendations on how to utilize space exploration and evolving space technologies for the purposes of advancing scientific EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
