AN ACT directing the New York state comptroller to conduct a feasibility
study on implementing a universal basic income program
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The New York state comptroller, in conjunction with the
division of budget and the New York city comptroller, shall conduct a
feasibility study and prepare a report on implementing a universal basic
income program in New York state. Such study will analyze the potential
economic impacts and costs of a universal basic income program that
provides individuals or households, with an annual income of less than
$80,000 per year, with $7,200 per year for individuals and $14,400 per
year for couples. Such study shall also evaluate potential funding
sources for such program.
§ 2. Within one year of the effective date of this act, the New York
state comptroller shall issue a report of the findings of the feasibil-
ity study to the governor, the temporary president of the senate and the
speaker of the assembly.
§ 3. This act shall take effect immediately.
