TITLE OF BILL:

An act to amend the real property actions and proceedings law, in
relation to requiring that all petitions have a judgment rendered within
six months of issue being joined

 
PURPOSE:

To ensure the safety and well-being of transit commuters and local
communities by prohibiting the establishment of homeless shelters within
500 feet of any transit facility.

 
SUMMARY OF PROVISIONS:

Section 1: Amends the Real Property Actions and Proceedings Law to
require courts to render judgment on any eviction petition within six
months of the date the issue is joined.

Section 2: Establishes the immediate effective date of the act.
              

 
JUSTIFICATION:

New York's housing courts are plagued by significant backlogs, resulting
in prolonged uncertainty for both landlords and tenants.  These delays
can: Leave property owners without income or legal recourse.

Leave tenants in limbo, without clarity on their rights or obligations.

Overburden the judicial system, increasing costs and inefficiencies for
all parties.

This legislation introduces a firm timeline to ensure proceedings are
handled promptly and fairly. By requiring a judgment within six months
of issue being joined, the bill promotes:

Timely access to justice.

Efficient case resolution.

Balanced protections for landlords and tenants alike.

Whether the issue is non-payment, holdover, or any other housing-related
petition, New Yorkers deserve a court system that delivers swift,
predictable outcomes. This bill ensures accountability and restores
