BILL NUMBER: S7893 SPONSOR: JACKSON TITLE OF BILL: An act to amend the real property law, in relation to requiring land- lords to provide tenants with a rent ledger PURPOSE: To ensure that tenants have access to a complete and accurate rent ledger documenting their payment history and any other related financial transactions with their landlord and/or management should any discrepan- cies arise regardless of reason. SUMMARY OF PROVISIONS: Section 1 amends the real property law by adding a new section 235-ee that would require the lessor or any authorized agent, upon the request of the lessee, to provide the lessee with a rent ledger that has all substantial information.

JACKSON -- read twice and ordered printed, and when printed to be committed to the Committee on Judiciary AN ACT to amend the real property law, in relation to requiring land- lords to provide tenants with a rent ledger THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The real property law is amended by adding a new section 235-ee to read as follows: § 235-EE. DUTY TO PROVIDE A RENT LEDGER. UPON THE REQUEST OF A LESSEE, IT SHALL BE THE DUTY OF THE LESSOR, OR ANY AGENT OF THE LESSOR AUTHORIZED TO RECEIVE RENT, TO PROVIDE THE LESSEE WITH A WRITTEN LEDGER CONTAINING A DETAILED RECORD, INCLUDING THE AMOUNT, DATE AND METHOD OF PAYMENT, OF ALL FINANCIAL TRANSACTIONS BETWEEN SUCH LESSEE AND LESSOR, INCLUDING: (A) RENT PAYMENTS; (B) LATE FEES; AND (C) SECURITY DEPOSITS. § 2. This act shall take effect on the ninetieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11890-01-5
