BILL NUMBER: S7897 SPONSOR: HINCHEY TITLE OF BILL: An act to amend the public authorities law, in relation to requiring renewable energy data resources to include mapping of certain capital projects PURPOSE: To expand existing renewable energy planning mapping requirements to include large-scale capital projects. SUMMARY OF PROVISIONS: Section one - Existing public authorities law section 1912 requires NYSERDA to create publicly available data sources, including a mapping tool, related to renewable energy development, to "help municipal repre- sentatives and local communities make informed land use decisions and communicate local priorities to developers."

HINCHEY -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public authorities law, in relation to requiring renewable energy data resources to include mapping of certain capital projects THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 1912 of the public authorities law is amended by adding a new paragraph (d) to read as follows: (D) THE RENEWABLE ENERGY DEVELOPMENT DATA RESOURCES PROVIDING INFORMA- TION PURSUANT TO PARAGRAPH (C) OF THIS SUBDIVISION SHALL ALSO INCLUDE MAPPING OF CAPITAL PROJECTS RECEIVING OVER ONE MILLION DOLLARS OF STATE FUNDING THAT HAVE BEEN APPROVED OR COMPLETED WITHIN THE PREVIOUS FIVE YEARS OF THE EFFECTIVE DATE OF THIS PARAGRAPH, FOR PURPOSES OF PROVIDING PUBLIC INFORMATION RELATED TO THE VIABILITY OF SITING SOLAR ENERGY ARRAYS, MAJOR RENEWABLE ENERGY FACILITIES, OR MAJOR ELECTRIC TRANS- MISSION FACILITIES ON OR NEAR SUCH CAPITAL PROJECTS. IN DEVELOPING SUCH MAP, THE AUTHORITY SHALL CONSULT WITH THE OFFICE OF RENEWABLE ENERGY SITING AND EMPIRE STATE DEVELOPMENT CORPORATION. THE AUTHORITY SHALL PRODUCE SUCH MAP WITHIN ONE YEAR OF THE EFFECTIVE DATE OF THIS PARAGRAPH AND SHALL UPDATE IT NO LESS THAN ANNUALLY. § 2. This act shall take effect immediately; provided, however, that the amendments to subdivision 2 of section 1912 of the public authori- ties law made by section one of this act shall not affect the repeal of such section and shall be deemed repealed therewith.
