BILL NUMBER: S7996 SPONSOR: COMRIE TITLE OF BILL: An act to amend the public authorities law, in relation to open data reporting by the metropolitan transportation authority PURPOSE OR GENERAL IDEA OF BILL: Requires the MTA to publish an annual open data plan and annually update its open data catalogue, codifying the MTA's existing practices. This legislation also requires publication of open data related to customer surveys and complaints, operating agency incident reports, and police incidents and arrests, including by location. SUMMARY OF PROVISIONS: Section 1 amends subdivision 4 of section 1279-i of the public authori- ties law to require the MTA to update its open data catalogue at a mini- mum of annually, and to submit to the legislature and publish on its website an annual open data plan. COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to open data reporting by the metropolitan transportation authority THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 4 of section 1279-i of the public authorities law, as added by chapter 482 of the laws of 2021, is amended to read as follows: 4. The authority and its subsidiaries and affiliates shall make their publishable MTA data available on its website and the open data website as follows: (a) The authority shall create a catalogue of publishable MTA data within one hundred eighty days of the effective date of this section. SUCH CATALOGUE SHALL BE UPDATED AS NECESSARY, BUT AT A MINIMUM ANNUALLY; (b) The metropolitan transportation authority shall within one hundred eighty days of the effective date of this section, submit to the legis- lature and publish on its shared internet website a schedule for making its publishable MTA data publicly available. Such schedule shall provide for updating the data catalogue as appropriate; [and] (c) The metropolitan transportation authority shall create schedules for publishing all publishable MTA data within three years of the effec- tive date of this section[.]; (D) THE METROPOLITAN TRANSPORTATION AUTHORITY SHALL SUBMIT TO THE LEGISLATURE AND PUBLISH ON ITS SHARED INTERNET WEBSITE AN ANNUAL OPEN DATA PLAN THAT INCLUDES, BUT IS NOT LIMITED TO, A LISTING OF THE NEW DATASETS PUBLISHED, A LISTING OF UPDATED DATASETS, AND INFORMATION ABOUT PUBLIC ENGAGEMENTS SESSIONS, NUMBER OF FULL TIME STAFF DEDICATED TO THE OPEN DATA INITIATIVE, AND PROGRESS MADE IN PUBLISHING DATASETS PURSUANT TO THE CATALOGUE REQUIRED BY THIS SECTION; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
