Increases the number of entities to whom the New York state energy research and development authority must submit an annual report; requires the report to include a brief summary of all proceeds collected and administered by the authority pursuant to an order of the public service commission or pursuant to regulation, including, but not limited to, assessments, fees, taxes, transfers, corporate income or surcharges imposed on energy consumers or power generators.

BILL NUMBER: S8019 SPONSOR: COMRIE TITLE OF BILL: An act to amend the public authorities law, in relation to the annual reporting obligations of the New York state energy research and develop- ment authority PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is increase the accessibility and transparency of information related to the New York State Energy Research and Devel- opment Authority's (NYSERDA) funding. SUMMARY OF PROVISIONS: The changes to paragraph (a) of this section of law would require NYSER- DA submit a report the Authority already prepares to the chairs of the Assembly and Senate Energy Committees. COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public authorities law, in relation to the annual reporting obligations of the New York state energy research and devel- opment authority THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraphs (a) and (b) of subdivision 7 of section 1867 of the public authorities law, as added by section 1 of part RR of chapter 58 of the laws of 2015, is amended to read as follows: (a) The authority shall submit to the governor, the chair of the senate finance committee, [and] the chair of the assembly ways and means committee, THE CHAIR OF THE SENATE ENERGY AND TELECOMMUNICATIONS COMMIT- TEE, AND THE CHAIR OF THE ASSEMBLY ENERGY COMMITTEE, and publish on the authority's public website a semi-annual report for the time period ending March thirty-first no later than June first and for the time period ending September thirtieth no later than December first of each year detailing the authority's activities for the previous six month reporting period. (b) The semi-annual report required pursuant to paragraph (a) of this subdivision shall include information with respect to all proceeds collected and administered by the authority pursuant to an order of the public service commission, including assessments, fees, taxes, trans- fers, corporate income or surcharges imposed on energy consumers or power generators. The semi-annual report shall include, at a minimum, the following: 1. total revenues collected by the authority in the reporting period; 2. a list of requests for proposals, program opportunity notices, or similar solicitations, that have been issued in the reporting period; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
