BILL NUMBER: S8079 SPONSOR: ROLISON TITLE OF BILL: An act to amend the public authorities law, in relation to directing the Triborough Bridge and Tunnel Authority to implement a toll discount plan for residents of Orange, Rockland, Dutchess and Putnam counties; and providing for the repeal of such provisions upon the expiration thereof PURPOSE OR GENERAL IDEA OF BILL: To implement a congestion pricing toll discount plan for residents of Orange, Rockland, Dutchess and Putnam counties commuting into the central business district of the city of New York. SUMMARY OF PROVISIONS: Section 1: Adds section 572 to the public authorities law to create a congestion pricing relief program for qualifying commuters from Orange, Rockland, Dutchess or Putnam Counties. ROLISON, SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to directing the Triborough Bridge and Tunnel Authority to implement a toll discount plan for residents of Orange, Rockland, Dutchess and Putnam counties; and providing for the repeal of such provisions upon the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 572 to read as follows: § 572. CONGESTION PRICING RELIEF PROGRAM. 1. THE AUTHORITY SHALL IMPLEMENT A TOLL DISCOUNT PROGRAM FOR QUALIFYING COMMUTERS TRAVELLING INTO THE CITY OF NEW YORK FROM ORANGE, ROCKLAND, DUTCHESS OR PUTNAM COUNTIES FOR EMPLOYMENT. 2. UNDER THE PROGRAM, A QUALIFYING COMMUTER SHALL RECEIVE A TWENTY- FIVE PERCENT DISCOUNT ON TOLLS UNDER THE CENTRAL BUSINESS DISTRICT TOLL- ING PROGRAM FOR EACH OF THE FIRST TEN TRIPS MADE EACH CALENDAR MONTH FROM THE COMMUTER'S RESIDENCE INTO THE CITY OF NEW YORK, AND A FIFTY PERCENT DISCOUNT ON TOLLS UNDER THE CENTRAL BUSINESS DISTRICT TOLLING PROGRAM FOR ALL SUBSEQUENT TRIPS MADE FROM THE COMMUTER'S RESIDENCE INTO THE CITY OF NEW YORK DURING THE SAME CALENDAR MONTH. A MINIMUM OF TEN TRIPS PER MONTH IS REQUIRED. IF FEWER THAN TEN TRIPS ARE TAKEN PER MONTH, THE COMMUTER SHALL BE CHARGED FOR EACH TRIP NOT TAKEN. THERE SHALL BE NO DISCOUNT FOR COMMUTERS WHO MAKE LESS THAN TEN TRIPS. COMMU- TERS SHALL BE REQUIRED TO ENROLL IN THE PROGRAM IN ORDER TO RECEIVE THE DISCOUNT. 3. A QUALIFYING COMMUTER IS A NATURAL PERSON WHO: (A) RESIDES FULL-TIME IN ORANGE, ROCKLAND, DUTCHESS OR PUTNAM COUNTY; (B) OWNS OR LEASES A MOTOR VEHICLE, OR IS A MEMBER OF A HOUSEHOLD OF A PERSON WHO OWNS OR LEASES A MOTOR VEHICLE, THAT HAS A LICENSE PLATE EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
