AN ACT to amend the public authorities law, in relation to directing the
Triborough Bridge and Tunnel Authority to implement a toll discount
plan for residents of Orange, Rockland, Dutchess and Putnam counties;
and providing for the repeal of such provisions upon the expiration
thereof
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The public authorities law is amended by adding a new
section 572 to read as follows:
§ 572. CONGESTION PRICING RELIEF PROGRAM. 1. THE AUTHORITY SHALL
IMPLEMENT A TOLL DISCOUNT PROGRAM FOR QUALIFYING COMMUTERS TRAVELLING
INTO THE CITY OF NEW YORK FROM ORANGE, ROCKLAND, DUTCHESS OR PUTNAM
COUNTIES FOR EMPLOYMENT.
2. UNDER THE PROGRAM, A QUALIFYING COMMUTER SHALL RECEIVE A TWENTY-
FIVE PERCENT DISCOUNT ON TOLLS UNDER THE CENTRAL BUSINESS DISTRICT TOLL-
ING PROGRAM FOR EACH OF THE FIRST TEN TRIPS MADE EACH CALENDAR MONTH
FROM THE COMMUTER'S RESIDENCE INTO THE CITY OF NEW YORK, AND A FIFTY
PERCENT DISCOUNT ON TOLLS UNDER THE CENTRAL BUSINESS DISTRICT TOLLING
PROGRAM FOR ALL SUBSEQUENT TRIPS MADE FROM THE COMMUTER'S RESIDENCE INTO
THE CITY OF NEW YORK DURING THE SAME CALENDAR MONTH. A MINIMUM OF TEN
TRIPS PER MONTH IS REQUIRED. IF FEWER THAN TEN TRIPS ARE TAKEN PER
MONTH, THE COMMUTER SHALL BE CHARGED FOR EACH TRIP NOT TAKEN. THERE
SHALL BE NO DISCOUNT FOR COMMUTERS WHO MAKE LESS THAN TEN TRIPS. COMMU-
TERS SHALL BE REQUIRED TO ENROLL IN THE PROGRAM IN ORDER TO RECEIVE THE
DISCOUNT.
3. A QUALIFYING COMMUTER IS A NATURAL PERSON WHO:
(A) RESIDES FULL-TIME IN ORANGE, ROCKLAND, DUTCHESS OR PUTNAM COUNTY;
(B) OWNS OR LEASES A MOTOR VEHICLE, OR IS A MEMBER OF A HOUSEHOLD OF A
PERSON WHO OWNS OR LEASES A MOTOR VEHICLE, THAT HAS A LICENSE PLATE
EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

REGISTERED TO A RESIDENTIAL ADDRESS LOCATED IN ORANGE, ROCKLAND, DUTCH-
ESS OR PUTNAM COUNTY;
(C) UTILIZES SUCH MOTOR VEHICLE TO COMMUTE TO EMPLOYMENT WITHIN THE
CITY OF NEW YORK AT LEAST TEN DAYS IN EACH CALENDAR MONTH; AND
(D) IS A CURRENT E-ZPASS NY CUSTOMER IN GOOD STANDING WITH A MAILING
ADDRESS IN ORANGE, ROCKLAND, DUTCHESS OR PUTNAM COUNTY AND WHO HAS AN
E-ZPASS TAG ASSOCIATED WITH SUCH ACCOUNT.
4. THE PROVISIONS OF THIS SECTION SHALL APPLY ONLY:
(A) TO PASSENGER MOTOR VEHICLES USED FOR PERSONAL COMMUTING INTO THE
CITY OF NEW YORK; AND
(B) AS LONG AS THE CONTROL BUSINESS DISTRICT TOLLING PROGRAM IS IN
EFFECT IN THE CITY OF NEW YORK.
5. FOR PURPOSES OF THIS SECTION:
(A) "MOTOR VEHICLE" HAS THE MEANING DEFINED IN SECTION ONE HUNDRED
TWENTY-FIVE OF THE VEHICLE AND TRAFFIC LAW; AND
(B) "THE CENTRAL BUSINESS DISTRICT TOLLING PROGRAM" HAS THE MEANING
DEFINE IN SECTION SEVENTEEN HUNDRED THREE OF THE VEHICLE AND TRAFFIC
LAW.
§ 2. This act shall take effect on the one hundred eightieth day after
it shall have become a law; and shall expire and be deem repealed upon
the cessation of the central business district tolling program in the
city of New York; provided that the president of the Triborough and
tunnel authority shall notify the legislative bill drafting commission
upon the occurrence of the cessation of the central business district
tolling program in order that the commission may maintain an accurate
and timely effective data base of the official text of the laws of the
state of New York in furtherance of effectuating the provisions of
section 44 of the legislative law and section 70-b of the public offi-
cers law. Effective immediately, the addition, amendment and/or repeal
of any rule or regulation necessary for the implementation of this act
on its effective date are authorized to be made and completed on or
before such effective date.
