BILL NUMBER: S8322 SPONSOR: RYAN S TITLE OF BILL: An act to amend the education law, in relation to requiring the New York state public high school athletic association to establish a central committee, an executive committee, and state sport committees PURPOSE: The purpose of this bill is to authorize the Commissioner of the New York State Education Department to require the New York State Public High School Athletic Association (NYSPHSAA) to establish committees with membership wholly representative of their member schools. SUMMARY OF PROVISIONS: Section 1: amends section 305 of the education law by creating a new subsection 63, granting the commissioner the authority to promulgate rules and regulations requiring NYSPHSAA to establish a central commit- tee, an executive committee, and sport committees. RYAN -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the education law, in relation to requiring the New York state public high school athletic association to establish a central committee, an executive committee, and state sport committees THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 305 of the education law is amended by adding a new subdivision 63 to read as follows: 63. A. THE COMMISSIONER IS HEREBY AUTHORIZED AND DIRECTED TO PROMUL- GATE RULES AND REGULATIONS REQUIRING THE NEW YORK STATE PUBLIC HIGH SCHOOL ATHLETIC ASSOCIATION TO ESTABLISH: (A) A CENTRAL COMMITTEE CONSISTING OF REPRESENTATIVES FROM EACH OF THE SECTIONS AND REPRESENTATIVES OF THE BIG FIVE, ELECTED FROM THE NEW YORK STATE PUBLIC HIGH SCHOOL ATHLETIC ASSOCIATION MEMBER SCHOOLS IN ACCORD- ANCE WITH THE FOLLOWING PLAN: (I) THE STATE SHALL BE DIVIDED INTO GEOGRAPHIC AREAS CALLED SECTIONS, EACH OF WHICH SHALL ELECT FOUR REPRESENTATIVES TO THE CENTRAL COMMITTEE: ONE CHIEF SCHOOL OFFICER, ONE PRINCIPAL, ONE MALE REPRESENTATIVE OF ATHLETICS AND ONE FEMALE REPRESENTATIVE OF ATHLETICS FROM THE MEMBER SCHOOLS OF THE SECTION; AND (II) THE BIG FIVE SHALL ALSO APPOINT FOUR REPRESENTATIVES TO THE CENTRAL COMMITTEE: ONE CHIEF SCHOOL OFFICER, ONE PRINCIPAL, ONE MALE REPRESENTATIVE OF ATHLETICS AND ONE FEMALE REPRESENTATIVE OF ATHLETICS FROM THE MEMBER SCHOOLS OF THE SECTION; (B) AN EXECUTIVE COMMITTEE CONSISTING OF TWENTY-FOUR MEMBERS, INCLUD- ING EACH OF THE FEMALE REPRESENTATIVES OF ATHLETICS ON THE CENTRAL COMMITTEE, AND ONE ADDITIONAL REPRESENTATIVE FROM EACH OF THE ELEVEN SECTIONS AND THE BIG FIVE AS DETERMINED BY EACH RESPECTIVE SECTION AND THE BIG FIVE. SECTIONAL AND BIG FIVE REPRESENTATIVES SHALL CONSTITUTE THE VOTING BODY OF THE COMMITTEE; AND EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
