BILL NUMBER: S8459 SPONSOR: PERSAUD TITLE OF BILL: An act to amend the civil rights law, in relation to prohibiting tran- scripts being made from video conference meetings by artificial intelli- gence without conspicuous disclosure during such meeting PURPOSE OF THE BILL: To protect individuals' privacy by requiring conspicuous disclosure before artificial intelligence (AI) is used to transcribe video confer- ence meetings. SUMMARY OF PROVISIONS: Section i of the bill amends the civil rights law by adding a new section 50h, which prohibits the transcription of video conference meet- ings by artificial intelligence unless a clear and conspicuous disclo- sure is made during the meeting. The disclosure must inform all partic- ipants that their spoken words may be transcribed by AI technology.

PERSAUD -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the civil rights law, in relation to prohibiting tran- scripts being made from video conference meetings by artificial intel- ligence without conspicuous disclosure during such meeting THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The civil rights law is amended by adding a new section 50-h to read as follows: § 50-H. RIGHT TO PRIVACY; TRANSCRIPTION. NO PERSON SHALL PERMIT A VIDEO CONFERENCE MEETING TO BE TRANSCRIBED BY ARTIFICIAL INTELLIGENCE WITHOUT SUCH MEETING HAVING A CONSPICUOUS DISCLOSURE DURING SUCH MEETING THAT EVERY PERSON WHO ATTENDED SUCH MEETING MAY HAVE THEIR WORDS FROM SUCH MEETING TRANSCRIBED BY ARTIFICIAL INTELLIGENCE. § 2. This act shall take effect on the thirtieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD13287-03-5
