 Introduced  by  Sen. SKOUFIS -- read twice and ordered printed, and when
   printed to be committed to the Committee on Commerce, Economic  Devel-
   opment and Small Business
 
 AN  ACT  to  amend  the  alcoholic  beverage control law, in relation to
   increasing the number of package store licenses able to be held by one
   person

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Subdivision  5  of  section  63 of the alcoholic beverage
 control law is amended to read as follows:
   5. Not more than [one license] TWO LICENSES shall be  granted  to  any
 person under this section.
   § 2. Subdivision 2 of section 79 of the alcoholic beverage control law
 is amended to read as follows:
   2.  Not  more  than [one license] TWO LICENSES shall be granted to any
 person under this section.
   § 3. Section 105 of the alcoholic  beverage  control law is amended by
 adding a new subdivision 2-a to read as follows:
   2-A. (A) NOTWITHSTANDING ANY PROVISION OF THIS CHAPTER TO THE  CONTRA-
 RY:
   (I)  A LICENSEE ISSUED UNDER SECTION SIXTY-THREE OF THIS CHAPTER SHALL
 BE AUTHORIZED TO PURCHASE WINE OR LIQUOR  FROM,  AND  TO  SELL  WINE  OR
 LIQUOR  TO,  ANY OTHER LICENSEE ISSUED UNDER SECTION SIXTY-THREE OF THIS
 CHAPTER, AND MAY RESELL ANY WINE OR LIQUOR SO PURCHASED FOR  CONSUMPTION
 OFF THE PREMISES.
   (II) A LICENSEE ISSUED UNDER SECTION SIXTY-THREE OF THIS CHAPTER SHALL
 BE  AUTHORIZED  TO  PURCHASE  WINE FROM, AND TO SELL WINE TO, A LICENSEE
 ISSUED UNDER SECTION SEVENTY-NINE OF THIS CHAPTER, AND  MAY  RESELL  ANY
 WINE SO PURCHASED FOR CONSUMPTION OFF THE PREMISES.
   (III)  A  LICENSEE  ISSUED  UNDER SECTION SEVENTY-NINE OF THIS CHAPTER
 SHALL BE AUTHORIZED TO PURCHASE WINE FROM, AND SELL WINE TO,  ANY  OTHER
 LICENSEE  ISSUED  UNDER  SECTION  SEVENTY-NINE OR SECTION SIXTY-THREE OF
 THIS CHAPTER, AND MAY RESELL ANY WINE SO PURCHASED FOR  CONSUMPTION  OFF
 THE PREMISES.
