    Nursery stock; common carriers

    § 162. Nursery stock; common carriers. No nursery stock shall be
    received by a common carrier for shipment into or within the state
    unless accompanied by a copy of an unexpired certificate of inspection
    issued as provided in the subsequent sections of this article.
