Street trades
Education (EDN) CHAPTER 16, TITLE 4, ARTICLE 65, PART 1
§ 3227. Street trades. 1. Definition. A street trade for the purposes
of part one of this article shall include the carrying, selling,
exposing or offering for sale of newspapers or periodicals, and work as
a bootblack, but shall not include the occupation engaged in by a
newspaper carrier as defined in subdivision one of section thirty-two
hundred twenty-eight of this chapter.

2. Application. The provisions of this section shall apply to all
school districts.

3. No minor under fourteen years of age shall be engaged in a street
trade; and no minor from fourteen to eighteen years of age shall be so
engaged unless a street trades permit has been lawfully issued to the
minor.

4. A street trades permit shall be issued in the same manner and with
the same requirements as in the case of an employment certificate. Such
a permit shall expire two years from the date of its issuance.

5. A minor to whom a street trades permit has been issued shall carry
it on his or her person while engaged in a street trade. Such a permit
shall not be transferred to another minor or used by another if
transferred.

6. No minor shall be engaged in a street trade before six o'clock in
the morning nor after seven o'clock in the evening, nor during the time
the minor is required to attend upon instruction, nor more than four
hours in any one day when school is in session, nor more than five hours
in any one day when school is not in session.

7. The police shall enforce the provisions of this section except with
respect to the issuance and revocation of street trades permits. The
industrial commissioner shall have concurrent power to enforce this
section except with respect to the issuance and revocation of street
trades permits.

8. The school authorities may revoke the permit for cause after due
notice.
