Public Housing (PBG) CHAPTER 44-A, ARTICLE 2
§ 19. Rules and regulations. The commissioner shall have the power,
from time to time, to make, promulgate, modify, amend and repeal rules
and regulations to effectuate his powers and duties. No such rule or
regulation except such as relates to the organization or internal
management of the division of housing, shall be effective until it is
filed in the office of the department of state.
