    Rules and regulations

    Public Health (PBH) CHAPTER 45, ARTICLE 21, TITLE 3

    § 2139. Rules and regulations. The commissioner shall promulgate such
    rules and regulations as shall be necessary and proper to effectuate the
    purposes of this title.
