From left to right, Village of Horseheads Deputy Mayor Ron Swartz, Horseheads Village Manager Walter Herbst, State Senator George Winner (R-C-I, Elmira), and Horseheads Mayor Donald Zeigler met in Senator Winner’s Albany office on Tuesday, February 23, 2010.  The local officials visited the state capital to discuss the state budget, the future of the Empire Zone program, local job creation efforts, state aid to localilties, property tax relief, and other priority issues for Horseheads and towns and villages across the Empire State.
