State Senator John A. DeFrancisco was happy to pass out congratulatory certificates to children who completed the New York State Senate Summer Reading Program at White Brach Library in Syracuse, on August 6, 2014.  Senator DeFrancisco also delivered coloring books and spoke about the importance of continuous reading.
