Senator Montgomery's "Zip Code" bill (S4438/A1698) to create transparency and accountability in state government passes Senate.

Senator Velmanette Montgomery and Assemblyman Walter Mosley's "Zip Code Bill" (S4438/A1698 ) would create transparency in relation to the distribution of funds and grants to community based organizations by state agencies. 

This legislation would create transparency in departmental spending by providing citizens knowledge of how the government is spending its budget and where the money is going to. The additional report that the division of the budget is required to submit would allow citizens to track the allocation of funds to community based organizations, which localities the funds are going to, and the type of services and programs that are being supported. 

Senator Montgomery has been fighting for this legislation each legislative session. In 2011, this bill passed the Senate and Assembly but was vetoed by Governor Cuomo. The concerns raised by the Governor in his veto message , including the reporting procedures of the Statewide Financial System (SFS), are addressed in this new version of the bill.
