    Today, there’s a system that functionally ignores constitutional speedy-trial rights. I have introduced state legislation with Assemblyman Jeffrion Aubry named for Kalief Browder, who spent three years in pretrial detention at Rikers and later committed suicide.
Anthony E. Shorris, the first deputy mayor, says we need to “fix what’s inside these buildings.” I agree. But we also need to fix what’s inside our laws."
