The proposed amendment, dubbed the “Elmer Fudd amendment” dates back to the 2002 legislative session. Now carried by Sen. Rob Ortt, R-Niagara County, and Assemblywoman Aileen Gunter, D-Sullivan County, (and co-sponsored by Seward) the proposed amendment has undergone only mild revisions over the years.
