Bill Would Loosen New York Restrictions on Pepper Spray Sales

Current law limits pepper spray sales to licensed firearms dealers and pharmacies and prohibits online shipments into New York. The measure would allow broader retail sales and permit out-of-state online retailers to ship the self-defense spray directly to customers.
The bill, sponsored by state Sen. Jessica Scarcella-Spanton and Assemblyman Chris Eachus, also sets age and eligibility limits, barring sales to minors and people with felony convictions. Regulators would retain authority to set rules on distribution.
Scarcella-Spanton called the proposal “a very simple non-lethal safety measure,” arguing current rules make lawful access unnecessarily difficult, the New York Post reported.
