Waterloo - Recently I had the opportunity to meet Tifini Mills and Jamie Hughes, co-founders of 2nd Chance Dog Rescue. 2nd Chance provides shelter, food, vet care and training to dogs who have been lost or abandoned, while working to find them a forever home.
