NEW YORK—Today, Senator Daniel Squadron submitted testimony at the City Council’s hearing on adolescent treatment at Rikers Island, convened by Fire and Criminal Justice Services Chair Elizabeth Crowley. Conditions at Rikers have been the subject of numerous reports recently, including an October 6 article in the New Yorker that profiled the case of Kalief Browder, a 16-year-old who spent three years in pre-trial detention at Rikers.
